Is it ok to schedule training in less than 2 hr blocks?

The blocks are always presumed to be two hours. But if you don't use the entire time, that's up to you.

However, especially for checkride flights, since online ATC coverage is part of the flight requirement, part of that two-hour block is pretty much used for choosing where to do the flight, followed by pulling charts & weather and setting up the aircraft to navigate the chosen route. The flight itself is only one part of the time. So it's probably good to plan for all or most of that two hours.

For classroom or exam sessions, they often run significantly shorter than the allotted time -- as you experienced this morning, the exam review portion was only about 20 minutes. That depends on how well-prepared the Student is coming in, of course.
